When iron gets dear, somebody opens a mine
Prices are how the world decides what to build
Nobody in Age of Medieval tells the other Houses when to open a mine. The price does.
When iron is short and its price climbs, a House with a deposit in reach and coins in its coffer starts a mine. The same goes for stone and a quarry. When the price falls, nobody bothers.
A vein is not bottomless at the surface. It gets deeper as the mine itself is built up, so an old, well-worked mine reaches iron that a new pit cannot.
For you this means two things. A shortage is an opening: get there first and you sell at the top. And it does not last: if you leave a gap in the market for a season, a neighbour will fill it.
